The small o-ring that goes on the factory Toyota fuel filter drain plug (23322-64010) that fits into the water sensor (84461-60040).
This small o-ring, like many other rubber o-rings in a diesel fuel system, can shrink and harden with age or become damaged with use and either let tiny bubbles of air into the fuel filter housing and then the injection pump (most common) which leads to hard starting - prolonged cranking and the engine will usually start when the primer pump is depressed many times - or it can sometimes drip fuel (much less common).
It's a good idea to replace this o-ring periodically when replacing your fuel filter.
