The drain screw and the o-ring are a common source of small air leaks as they age.
When air leaks past the o-ring, it can cause hard starts with prolonged cranking and/or poor running with the engine not wanting to rev or or it coughs, sputters, misfires while trying to rev. There can also be difficulty priming the hand primer pump to refill the injection pump.

Notes: This small o-ring, like many other rubber o-rings in a diesel fuel system, can shrink and harden with age or become damaged with use and either let tiny bubbles of air into the fuel filter housing and then the injection pump (most common) which leads to hard starting - prolonged cranking and the engine will usually start when the primer pump is depressed many times - or it can sometimes drip fuel (much less common).
It's a good idea to replace this o-ring periodically when replacing your fuel filter.
