The shift lever sits on top of this seat, and it provides smooth feeling shifts that are positive. If this seat is worn out or has crumbled into dust, your shifts will feel mushy and not very positive when going into gear or neutral.
Also, some transmissions use a nylon cup at the very end of the shifter to cover the metal ball that goes into a pocket. If the nylon seat is missing or broken down, the transmission will not have positive feeling shifts.
If you are removing the shifter from the transmission, do it slowly! If you try to take the shift lever out too quickly, the white nylon cup may drop into the transmission - which is a total pain to retrieve.
